In order to comply with this requirement, all local councils have adopted a code which specifies the conduct that is expected of its members. Herefordshire Council is responsible for helping all councillors across the county to maintain high standards of conduct and, as such, is required to appoint independent persons to assist with this responsibility.
When Herefordshire Council deals with an allegation that a councillor has failed to comply with the code of conduct, we may take into account the views of the appointed independent person. They can also be asked to advise a member against whom an allegation has been made.
We are seeking to appoint at least two people to act as independent persons. Applicants must be entirely independent of Herefordshire Council and any political parties. They must not be, or within the last five years have been, a member or officer of the council or any other local government organisation, including town and parish councils, or a relative or close friend of such a person.
The positions are offered on a voluntary basis, although travel and subsistence expenses are payable. An independent person needs to be available on an ad hoc consultation basis and also needs to be able to meet as part of a panel to consider any allegations against councillors.
They may also be required to speak at meetings of the council and the audit and governance committee.
